Tank Jarvis came to Monticello in November 1978 to run the projector at Wade Meecham's x-rated Cobble Hill Theater. Wade and Tank had known one another in Springfield, where Tank had fenced stolen merchandise while on parole from prison. Wade used that information to blackmail Tank into working for him, although Tank loathed the porn industry. After the theater burned down, an act of arson amid violent protests from local concerned citizens. Tank went to work in the editing room at WMON-TV.
He was finally getting his life together, working an honest job and attempting to cultivate a relationship with friend Winter Austen, when the police discovered a ball point pen had been dropped next to one of the gasoline cans used to ignite the Cobble Hill fire. Although the cops suspected Wade destroyed the theater himself to collect insurance, he realized that he had loaned Tank the pen before the fire while they were doing an inventory. Wade promised a terrified Tank that he was going to be sent back to prison. That night, someone fired a shot through Wade's heart.
Tank disappeared after Wade's death, surfacing only occasionally to stalk Winter and harass her with ominous phone calls. After Winter went on trial for Wade's murder, a videotape was sent anonymously to the prosecution, and it showed Winter standing over Wade's body seconds after the shooting. However, the tape was a fake. It had been edited to appear that Winter was present. Speculating that Tank had edited the tape in an attempt to frame her, the jury exonerated Winter of the crime. That night, Tank appeared at Winter's apartment with a gun, planning to force her to leave Monticello with him. Before they could go, Steve Guthrie and Deborah Saxon arrived. Steve chased Tank onto the roof of Winter's building, the two followed by Winter. During a shootout with Steve, Tank slipped over the side of the roof. Winter rushed to him, and before Steve could recover from stumbling, Winter pried Tank's fingers from the ledge, causing him to fall to his death.
After Tank's death, it was revealed that he had been innocent of killing Wade. Winter was the real killer, and it was she who concocted the plan to make it appear that she was being framed for murder in order to trick the jury. Tank's name was ultimately cleared with Winter's deathbed confession to Logan.
