An agent for the Counter Espionage Agency, David Cameron arrived in Monticello ostensibly to investigate the theft of The Phonebook, a list of undercover CEA agents and their aliases. The Phonebook was suspected to have been stolen by Jefferson Brown before he left the State Department and assumed the identity of Schuyler Whitney. However, Cameron discovered documents in the real Sky Whitney's safe, indicating that he had been involved. Under a threat of treason, Sky was forced to help Cameron recover The Phonebook, which Sky theorized was in the possession of his old friend Ian Devereaux. However, Cameron was ultimately revealed to have framed Sky in order to get his hands. He was actually a double agent, working for himself and intending to sell The Phonebook to the highest bidder. Along the way, he murdered hired killer Pascal, Nora Fulton (who had overheard his plans to frame Sky), Ian's unfortunate ex-wife Patricia Devereaux, and fellow spy Richard Scanlon/Constantine. After retrieving The Phonebook, hidden in a computerized chess game, he fled to the island of St. Elenora. Ian followed him there and rigged his computer to electrocute him when the electronic spy program opened.
