Small-time thug Chip Beemer worked as a lackey for Raney Cooper, himself the right-hand man of crime lord Anthony Saxon. Chip helped Raney strong-arm Morris P. Jackson of the Monticello Uniform Company who was thought to have been skimming money from Saxon. Later, after Chip returned to alone to see Jackson, he either jumped or was pushed out of his sixth story office window. One night in March 1978, Chip paid a visit to his old girlfriend Winter Austen, newly arrived in Monticello. He overheard Logan Swift mention his name and subsequently knifed him in the back. Logan survived, but was unable to positively identify his attacker. In May, Chip appeared a potential suspect in the blinding of Mike Karr since he and Raney, at Saxon's request, wanted to stop Mike from returning to the crime commission. Suspicious of his potential involvement, Deborah illegally gained entry to Chip's apartment and discovered the Halloween mask Mike's attacker wore the night of his assault. Chip caught her, but swore he wasn't responsible. Deborah then went to Raney with her evidence. Panicking, Chip also turned up at Raney's office to get enough money from him to leave town. When Raney scoffed, Chip pulled a gun, demanded Raney's car keys, and took Deborah hostage. However, once in the car, he realized that Raney tricked him by giving him the wrong set of keys. As he forced Deborah out of the car in the parking garage, she used a police technique to knock him down. At that moment, Raney appeared, armed. The two engaged in a violent shootout, with Raney managing to drop Chip just as the police arrived. Chip died at the scene, and the case against him seemed airtight. However, the following month, Winter received a trunk containing his personal belongings. Among those were clues to his activities, as well as his ties to Raney and Saxon. Much to her horror, Deborah later realized that Chip had been responsible only for Logan's knifing. The other crimes had been carried out by Raney, who had framed Chip.
